Samuel is the founding and managing director of the Hong Kong Democracy Council (HKDC), the first and only DC-based nonpartisan, nonprofit organization dedicated to preserving Hong Kong's basic freedoms, the rule of law, and autonomy. Launched in 2019, HKDC has successfully passed landmark legislation such as the Hong Kong Human Rights and Democracy Act, the Hong Kong Autonomy Act, and numerous other policies supporting Hong Kong. HKDC and Chu also successfully pushed for economic sanctions and visa bans by the US on Chinese and Hong Kong officials responsible for the erosion of Hong Kong's basic freedoms and autonomy. In direct response, Hong Kong authorities issued arrest warrants against Samuel in July 2020, making him the first foreign citizen to be targeted under the Hong Kong National Security Law.
