In 2017, he was awarded the Order of August First, the highest honour of the People's Liberation Army.

Prior to his governorship, he had served as head of the Political and Legal Affairs Commission of Guangdong, Communist Party Secretary of Shenzhen, and Deputy Party Secretary of Guangdong. Ma is a full member of the 18th Central Committee of the Communist Party of China.
