He served in the Regular Batasang Pambansa from 1984 until its abolishment in 1986. He then served as a Senator from 1998 to 2003. He also hosted the television program Compañero y Compañera from 1997 to 2001.

During his lifetime and after his death, there were a number of allegations of child sexual abuse against him: he was questioned by the police but never charged or convicted.
